Currently, the “Can Organize” permission authorizes a user to add/edit/organize content and edit account settings (including user invites). There should be distinction between a user who is authorized to edit content and a user who is authorized to administer the account as a whole.

I would imagine settings around inviting users as you’ve suggested, billing and some other settings related to the wiki configuration would be available to this user and not organizers.
Yes. The idea being to distinguish between users who can really do everything pertaining to the account and users who should only be allowed to add/edit/delete/organize content.
