Public Wiki not working Top Level Domain#532

Top level domain is showing sign in screen instead of showing a wiki.

This might be due to ‘view only’ permissions.

Steps to reproduce

• Access shockwaves.icu in a broswer that is not logged into YNAW.

Secondary issue

• Accessing shockwaves.icu in incognito mode shows 403 error.
